Stage 1 underway
The 2014-15 State Budget provided funding of $30.2 million to deliver Stage 1 of the BWEZ project.
The project involves the development of land by the Victorian Government and the City of Ballarat to support industry and employment in the Ballarat region.
The Stage 1 subdivision works are being undertaken by Pipecon and are due for completion mid-late 2016.
The subdivision includes an initial release of 36 hectares of industrial land, construction of roads, services (including gas, recycled water and NBN) and landscaping. The project has been designed to support high-productivity freight vehicles.
Three sales, comprising 14.3 hectares of land, have been executed, with a number of negotiations continuing for the sale of the balance of Stage 1. The first land sale was completed in October 2015 with Broadbent Grain purchasing a site of 10.7 hectares for the construction of a $24 million export grain handling facility. Land has also been purchased by Agrimac, an advanced farming and agricultural equipment supplier, and by Kane Transport for a freight and shipping facility.
Limited Stage 1 land remains available.
Freight Hub – 24 hectare land release
The BWEZ Freight Hub is in an excellent location for freight and logistics enterprises, with exceptional access to road, broad gauge rail and aviation infrastructure. Its strategic location links Melbourne, regional and rural Victoria, Adelaide and the Ports of Melbourne, Geelong and Portland.
The Victorian Government in partnership with the City of Ballarat is offering for sale or lease up to 24 hectares of land within the Ballarat West Employment Zone Stage 1 for:
- Road, rail and intermodal transport operations, including truck parking, weighbridge and other public or shared facilities
- Freight handling, storage, deconsolidation and consolidation activities including containerisation of goods
- Manufacturing activities producing significant quantities of outbound or inbound freight that could benefit from access to the Freight Hub.
Expressions of Interest in the 24 hectare land release closed in February 2016 and are undergoing evaluation.

BWEZ is located on the north-west fringe of Ballarat adjacent to the Ballarat Airport, existing rail infrastructure and the $38 million Ballarat Western Link Road, currently under construction.
